ECO Approved but Before Populated

Hi Lists,
Found one thing interesting. Have issued the ECO and approved it thru approval process (status to E4 as default). However, before the ECO is populated, I can change the parts list attached to the ECO and without further approval, the ECO can be populated normally (status to E5 and BOM updated as changed)
Is this a bug or as designed ? Any workaround to aviod this "not approved" change allowed? Thanks !

Wow! This is the exact same issue that I discussed with our IT folks this week. Our understanding is that this is by design. Attached is a report that we have speced out to show instances of where the parts list has changed after approval/before updating the BOM. Once written, we will include this report as one of the steps in our process prior to updating the BOM.
