Error: Activity Rules Flag has an invalid data dictionary value

et me start by stating that I am on ERP8.0, SP21_E1. When I change OMW activity rules, I receive an error message "Activity Rules Flag has an invalid data dictionary value". I searched the support site and found a SAR, 6459509, which directs me to a baseline ESU, JD20200. Problem is this ESU is for XE, not ERP80. I do not find any SAR's for ERP8.0 related to this issue. I attempted to install JD20200, but received a popup window error "The installation has detected that the release level of the deployment server is B7334 and this installation is B7333". So how do I resolve my "invalid data dictory value" when changing my actvity rules, in release ERP8.0.
