Fast Path

What determines a users access rights to Fast Path in Xe? Is the Solution Explorer setting in the Security Workbench the overriding setting or does the setting in the User Profile program (P0092) have an effect on the access to Fast Path.

In addition, if the user does not have an entry for the Fast Path in Solution Explorer - Does the P0092 setting have an effect.
