work order problems

Is there a way to stop over reciept to a work order? We have an issue where users are recieving against one work order the total quantity for multiple work orders causing one work order to go negative and leaving the others open. How can i make the user close the order when the total quantity is completed rather than being able to enter 400 completed on a work order which only asked for 150 parts?

Any help here would be very much appreciated. And thank you in advance for any help you can provide.
 
Go to the Data Dictionary-Error Messages, look up error message 014O (zero-one-four-letter O). Change the error level from 2-warning to 1 -hard error
 
If you use the P31123 to declare the quantities, you must activate the Quantity Moved Control (last processing options).
