EO8.9 SP2 RDA Development Rights

Is anyone testing SP2 + D1 for 8.9?

When I slip it on to a developer workstation and try and open RDA on a custom
UBE, I get the message after RDA starts:
"The current user does not have rights to update this report. Please contact
your system administrator for additional rights."

Developer testing on SP1 does not produce this message. Searching for a SAR
on the KG has be unsuccessful.
