Work Order Completions

We have issues with work orders that have had a parts list attached but havn't been issued (P31410). The issue is that the work order will be completed and variances created. We would like to find a control (processing option) or another method to stop the variances from being created. Does anyone have any knowledge in this area? (World A9.1)
