VICS Bill of Lading format

Has anyone attempted to creat the VICS standard BOL format in World with a rewrite of the P42530 or third party software. I was told this has been around for 25 years or so. World doesn't currently support this transportation standard and I'm looking for suggestions. Any assistance is appreciated. Thanks!
