Rebuilding the PA

We have the relieve commitment flag (CMTR) on JC Constants set to N. Our PA has been corrupted and I used the JDE rebuild process to purge and recreate the F43199. When I run the R00932 to repost the PA to the F0902 the program does NO updates, I looked at the report and it skips the whole program if CMTR is set to NO. So my question is how do I repost to the F0902 without this program?
