Look in your budget menus under advanced for a job to
copy/create new budgets from old budgets. I once
setup a menu that allowed access to requested,
approved and final budget and copied the same to a new
budget ledger for additional changes (the client
needed 7 budget iteration steps). If I remember
right, I only had to change the processing option to
specify the new budget ledger to create.
