Print msg attaching to customer order automatically in some cases

We have print messages associated with our soldto numbers. when entering the order header and hitting continue the print message field is automatically being populated for most soldto's. I cannot find out why some do and some don't. Any suggestions on where to look? TIA

Verify the message preference set up as well as the processing option setting. Also verify if the print message varies on the header or detail line. And further the print message is not functional with kits.
