One Time Suppliers

Has anyone used the Misc One-Time Supplier indicator on the address book - what is used for? It does not appear to affect voucher entry.
Is there a way to set up a One time supplier in the address book and then over-ride the supplier address on the voucher (not in the address book)? We want to be able to re-use the same address book number for multiple one-time only vouchers.

I had one client that did an order override and used 99999 has a default
supplier number for all one time suppliers... and overrode the address on
the PO to be the Vendor's address... that may work.
