Mirroring of Environment or Building the Package

Hi All
We have PY environment for the User testing and PH ( Custom environment ) for the production. We have applied some ESUs to the PY environment. Users will be doing the testing in the PY environment. Now we have 2 options
1. Apply the same ESUs to the PH environment and Build the package.
2. Copy the PY environment to PH environment.

Can anybody can help me in answering the following questions
1. What is the industry practice ?
2. Which method can give us 100% insurance that whatever we have tested is same as in the production and how ?

Both ways can be applied but they have different effects.

1) This will apply the original objects from the ESU on PH, but if
you modified an object that came within an ESU on PY, this change will
be absent on PH.
2) This way copy all your objects, modified and pristine ones from PY
to PD, but you'll lose the ESU story on PH. If you like to preserve PH
story you may apply every ESU that you installed on PY to PH and then
copy the whole PY into PH. That way you'll keep ESU history and you'll
be sure that PY and PH are exactly the same.

Copying PY would be easy, we would transfer all the effected objects from PY
to PH and build a package.
