load balancing on Webpshere vertical cluster not working Correctly

We have enabled vertical cluster for our webserver. However we have noticed that the load balancing is not 1 on 1. its seems more skewed toward one server. I have checked the weight paramter on both the cluster memeber( Both are defautl value of 2). Has any one out there experinced problem like this.

We are on Websphere 5.0.2 we are using e1 tools release sp4 d1 on wintel platform

Any suggestions?
