JDE Sales - Price Rounding Rule

I have been working with Rounding Rules in JDE 8.12 with limited success. The rounding rule will only work if I add a customer to the adjustment detail record. When I ceate an adjustment record for all customers, the rounding is not apllied.
Can anyone offer suggestions on how to overcome this???
