Enforcing Standard Pack Quantities on Sales Orders

Is there a way to set up a standard pack quantity for an item, and have the system prevent ordering any quantity except the standard pack quantity, or multiples thereof?

I am not sure if this is possible but you could define a special unit of measure for the item as its primary UOM. Do not define any conversions from this special unit of measure to any other UOM. So that would force the system to always use the default UOM and if somebody uses another UOM it will give a conversion error.
