Yes, you could develop on a citrix server, but it would need to be set-up like a fat client. Probably cheaper to use windows TS however.

Sorry, I donot have any documentation on this subject. You may want to try posting this request on the Enterprise One forum, as citrix server set-up is more of a CNC questions.
