Credit Order Hold - Negative Sales Order Hold Threshold

Hi all... I'm stumped. I'd love to fix an issue/business process via JDE soft coding vs. attacking it via a UBE, so I'm writing for ideas.

My issue is that I am trying to figure out how to place an order on hold (hold code) when the order total is LESS than 5,000 dollars. The reason being that this is going to be in the form of a credit and JDE, from what I can see, will only allow positive values. Same issue exists for the order approval processing built into JDE. Does anyone know of a way to accomplish this through the default screens?
