Batch number generation in F0011 table

A record is always created in the F0011 table irrespective of erroring out of the job to do batch postings in the General Ledger. i.e. even though there are no enteries created in the F0911 table, the batch number record exists in the F0011 table.

Pls let me know whether my assumption is correct. This is the first time I am facing such a problem.
