This recently happened to us because we recently changed the JDE Password.
We changed the OneWorld SignOn password for user JDE last week but the system
user name and password have not changed since the install; after this change all
UBEs sent to the server stay in wait status.
This week we changed the JDE signon password back to JDE and are UBEs started
working again.
We are waiting on Denver for an explanation...
