Seems to be an issue with OCM or trying to run a client only BSFN on your
application server.
Each business function is defined as client only, server only, or both.
If the business function you are having issues with is defined as client
only, it is not built on the server side during package builds.
If you don't wish to map the BSFN to run on the client, you can change
the definition from client only to both and perform a package build and
deployment to your enterprise server.
