Excuse me if I oversimplify what I perceive the question to be with my own response.
The major differences between B732 and Xe are;
Enhanced change management (OMW) This provides better (?) change controls. The same tools are there (Version control, check in, check out, object librarian) only used in a more controlled fashion.
The completion of all World modules into OneWorld. (Service Billing, Payroll, HR, Property Management) with a few minor enhancements to other modules.
Bug squashing
From the next release of OneWorld, the databases between World and OneWorld will no longer remain in sync. This is accommodate the many enhancements that have been requested and delayed to assist with the World to OneWorld migration process.

Starting from B7332, JDE issues minor/major correction packets for OneWorld applications (not for core engine) as instalable ESUs/ASUs instead of the ealier Paper Fixes method.
