ESU for Change Assistant/Tool Release 8.98

Hello there
We use change assistant for payroll and other modules to apply ESUs.

I saw in the forum earlier that there is the ESUs for Tool. Can someone tell me where to get those ESUs using change assistant? I believe it is under toole baseline ESU shown in the attachment?

Or may be i believe under <EnterpriseOne Tools Releases> <*All8.98> folder?

Also wondering the ESUs need to apply in Deployment server and we dont need to publish for each environment since this is tool?
