Where can I find who has change record in OMC?

Is there a log for changes made in OMC, such as adding/removing allowed action entries??

How can we narrow these type of changes to just the CNC group?

Are you speaking of OCM? If so, you can easily (and should) limit access of any kind to this application and/or table to those in the CNC/sysadmin group. You can either limit access to the P98110 application, or use security on the table itself to limit who can change records. You can tell the last person that changed a record by looking in the F986101 table itself with DB tools or UTB, it will list the UserID and Date the record was last modified.
