Update client build R9621 hangs

We are using Enterprise One XE Sp21 update 7. Enterprise server NT, MS sql server 7. We are trying to build an update package for server and client. It launches the R9621 and then just hangs. This is only when we are building for our WPD7333 environment. It works fine on WDV7333 and WPY7333. If we build the update for the server only then it works fine. It is the client build that it is struggling on. The jdedebug.log gets as far as saying "Entering JDB_FETCH" and then just stops....

Does anybody have any ideas ?
