service billing

I am really confused here....I want to enter a contract with many line items of detail and then as work is done under the contract, I want to bill the customer based on the quantity of each line item they used on the contract. As I read documentation I see Service Billing, Contract Billing, CSMS,.. Can anybody get me pointed in the right direction here. Keeo in mind that with 1 contract I may produce 500 individual billings over the course of the year.
