Scrap values on a Bill of Material

First off, I'm a CODER (technical), the opposite of which is a FUNCTIONAL.
As I'm NOT a "Functional", it means I am DYSFUNCTIONAL.

So here's my next "Functional" question:

The user created a Bill of Material.
The Bill doesn't show SCRAP.
Similar bill o'materials DO show scrap.

The user wants to know where/when scrap gets added to the BOM.
Is it when the first WO is generated for the added item?
If NOT, how/when/where does it get added.

I believe it is added at the time the W/O is completed, you complete the
qtys then (competed and scrap).
 
Jim is right, you can record scrap on the WO, for the finished goods. ie, You made 50, 5 are no good, you receipt 45 and scrap 5. But I am not sure that is what you are asking. You seem to be asking about scrapping raw material, as finished goods would never be on the BOM. If that is the case on the BOM entry screen, Open the fold. There is a field Percent of Scrap, which lets you define how much of each raw material ends up as scrap. From the help screen, this factor affects how much material is allocated by MRP. So you probably need to figure out how that will work for you, we don't use the factor so I have never seen it in action.
