Sales Order Purge

We have a data warehouse that requires a trigger on the F42119 file. The trigger is supposed to be based on file adds only. After a Sales Purge was done, all records were added to the trigger file. Prior to the purge Does the purge clear the F42119 and then add the records back in? Does the purge program update all records prior to actually purging records? Any ideas how I could have ended up with all my records back into the trigger file?

Perhaps the purge did a reorg or otherwise cleared the file and re-added the
unpurged records, thus triggering...
