E9.2 Repetitive Defer and Expedite messages ( R3483 output )

Hi

When we process many Defer messages , re-run MRP without any plan changes, we get Expedite messages instead. When we process those Expedite messages, run MRP , we get Defer messages again and there is no end to this chain. Please advise.
