Rebate Processing in Procurement

Can anyone please explain how the rebate processing is done in procurement using rebate agreements.

I also came across that if advanced pricing is turned on for Procurement then Rebate Agreements do not function. Is this true?
It would be nice if someone could throw some light on this topic.
