You may set two different tax authority in address book & tax rate / areas
in tax set up . Define the % correspondingly & override the tax rate area
at sales order level depending on the ship to address.
You can also set up the default tax/ rate area in customer master .
You can also set up preference profile for tax rate / area based on the ship
to address , attach a common cat code in address book and do preference
profiling on a group.
