Order activity rule for sales order document type points to index number 1 on standard next numbers format.System should pick up next number from index number 1 for system code 42.Instead it is picking up next number from index number 5 from same format.The only reason I see here is P4211 is hard coded for a particular document type to pick up next numbers from index number 5.Hence it is bypassing order acyivity rules set up.

Any other thoughts ?

Sounds like your P4211 might have some localisations in it.
The standard version looks up on F40203 using the document type to determine which next number sequence to use from the "system 42" record on the next number file.
If "5" is hard coded, it sounds like someone modified the program and didn't know how the next numbering works.
