If a user has 'Limit Capabilities' set to Yes on the AS/400 Operating system settings, does this limit their ability to 'Menu Travel'? I have a client that says that the users that have limited capabilities cannot access the command line within JDE and therefore cannot menu travel. Does this make sense?
 
No. Limit capabilities is OS400 specific, menu travel is JDE specific.

IBM help definition:

"Specifies the limit to which the user controls the initial
program, initial menu, current library, and Attention key
handling program values. It also determines whether the
user can run commands from a command line. This parameter
is ignored when the security level is 10. "
 
Look at G94, User Information, you control menu travel in P0092..

Menu travel is controlled within JDE security. We have users here with
Limited Capabilities on their AS/400 user profile who do menu travel. There
is an option in the JDE user profile (Y/N type option) that allows menu
travel.

JDE has its own user set up.
You need to Turn off Menu travel from there.
And Fast Path.
And Command Line.

From menu G94 Option 2

IBM's Limit Capabilities does not allow them to type IBM commands.
Like CPYF (copy file) or DLTF (delete file).

I always change the menu travel setting in JDE user security (J0092) to N to limit capability- - - - - -

Menu Travel is definitely a JDE only thing. But menu travel just allows you to type in a menu name to go to a new menu. I think what you are referring to is the Command Entry flag vs. limit capabilities. As long as the Command Entry flag is set to 'Y', the user has the long command line available to him (and the hidden selection to QCMD). It's kind of strange that if they have typed in a command and are sitting on an IBM form, they cannot type in another command, they have to go back to the JDE menu command line to key another command. Anyway, both the Command Entry flag and the user profile LImit Capabilities parameter need to be set in order to limit the use of the command line.
