JDE Sales TAX Processing on Override Ship To Addresses

Is anyone else going crazy on sales taxes. Yes I have heard about Vertex. But it doesnt do what we need I dont believe. If this is a taxable ship to customer, F0301, A5EXR1 = 'S', and if there is an override shipping address (F4006), we need to calculate the tax based on the zip code in this table. Is there any bolt on program out there that does this or any hope for a solution to this problem?
