Error Msgs during Pks build

I get the following entries in the jde.log file when building a full package:

69/106 < date > B00001821238
B0000182:IB0000182_InitializeQuantumsalesTax: load library of Location failed

69/106 < date > B0000182291
B0000182:IB0000182_InitializeQuantumSalesTax: Load library of Vst failed.

The pkg builds successfully and works fine.
What are these error entries and can they be turned off.
