Custom NER BSFN Checks in but does not transfer Memory allocations failure for......

hi all,
We have attempted to make a simple code change to a custom NER and it works fine locally on Fat Client. it also checks in ok however when we try to transfer to PY it will not move from 24->26. Other custom NER will move to 26. On logging via OMW we get a "Memory allocations failure for \\deploymentServer\B7333\PY7333\include\Nxxxx.h in FUtil::CopyF"

we recently upgraded from sp23_E1 to sp23_k1. We have done full builds in between and i am wondering what specfically is causing this error message..

solution: the permissions on the c and h file on the deployment server under pathcode/source and /include would not allow the user promoting to overwrite, changing w2k permissions meant this was ok.
