Custom Import from Excel - how to get started?

We are currently embarking on using the competency management module, and one of the things I would like to be able to do is import a spreadsheet with usernames and a specific competency. For example if first aid training is given to 20 employees, we can create a spreadsheet like an attendance list, and once everyone is marked off as complete, we'd then like to be able to import that spreadsheet in.

I can SQL this, but I really would like an app/form to allow end users to do it themselves. I've done some report writing but nothing on this side of E1. Any tips on how/where to start? A decent (or even poor) tutorial would be great.
