Creating report in SVR (using DB selection)

Can anyone help please?
I am working on JD Edwards(Worldsoft) v7.3 cum 9.
When I create a report in SVR and select the fields using option 1, DB Field selection.....I am able to select the fields from file F4211LA, but when I use option 3=Field List, the fields do not get populated to the detail format
Kindly suggest as to what's to be done

The fields do not appear in the list because you have not placed them
in the report yet. F12 back to the layout screen, decide where you
want a field to be, type "&" (ampersand) and press enter. You will
then see the field list in a window. You can make detail changes (use
the F1 key to see what these are) and press Enter twice. The fields
will be added to the layout screen. They are added from the top of the
list, one for each ampersand you placed in the layout.

If you now use F10 to get back to the record formats list, a 3 against
the format name should work and show you the fields actually added to
the report.
