Can we have CA ledger hit even for domestic customer?
Please reply, its urgent.

No. The CA ledger is hard coded in JDE to hold the foreign side of a transaction. This ledger is updated only if the currency of the transaction is different than the currency of the company in which it takes place. So, if I am working in a CAD company and I bill in USD, I get CA ledger entries. However, if I am in a CAD company and I bill in CAD, I do not get CA ledger entries.

Note: it does not matter where the customer is located. The difference in the currency codes creates the CA ledger entries. Normally, however, when I am billing in a foreign currency, I am billing a foreign customer.
