There appears to be a paper in the JDE Knowledge Garden (WST-99-0076) that
may help.

Create a new menu (via G90) just like any other and put the options you
want to see on it. We tend to call them things like ATTNAP (for A/P's Attn
key menu). I also remember that you can only have 15 items on the menu
even though there are 24 slots available (maybe somebody else can clear
that up).
Now that you have a menu created, go to the users information setup (via
G96) and inquire on the users(s) you want to set the attn key menu for.
The option at the bottom of the screen says "set attention program". Put
in '*' then your menu name. In my example, it would be set to "*ATTNAP".
Now when that user hits the Esc key, the menu will appear in a sub-window
and you can select the option you need.
