A7.3 400/GUI not Opening up Login Page

Using an old Win95 World Vision to log into JDE and some users not getting the log in page. There Task MGR shows AW9RT.EXE running. If I log into there windows computer and open the same GUI, I will get the Log in to JDE. Don't understand how it works on same computer with one account and not the other Any thoughts ?
