JDB9900217 - Failed to allocate memory for buffer

I need help to understand what this error message is "JDB9900217 - Failed to allocate memory for Buffer". The error appeared on the logs of a custom UBE. All its supposed to do is read the address book and insert some records in custom file. The UBE usually runs for a minute but the error seems to have been repeated for 45 minutes.

Anybody know or have any ideas what JDB9900217 is? We are running on XE/b7333 sp23
