I have run into this twice in recent weeks at client sites. Apparently Vision Solutions, the owner of iTera, no longer addresses this issue during installation. Make sure you have 5722SS1-42 installed for V5R4 or 5761SS1-42 for V6R1 (you will need to purchase a license key from your IBM partner if you haven't already). Also make sure that all of your journals attributes have journal caching turned on. For example: CHGJRN JRN(ITE2P4JRN/P4JRNA) JRNCACHE(*YES)
This setting makes a HUGE performance difference for packages, large transaction sets, etc.
