E9.2 list of Business scenarios for Separate Branch plant in JDE.

Hello All,
I am looking for best practice / business scenarios for creating separate branch plant in JDE .
Is there a decision tree or anything that is used to determine if a new branch plant is required?

Please advise, thanks
