MRP not generating work order suggestion from forecast and suggesting cancelling WO

I entered a forecast for a manufactured finished good using P3460. When I run MRP I do not get a suggestion for a planned work order for that part even though we do not have enough inventory to supply the forecast. I entered a WO any way and now the system tells me to cancel the WO, why? We want JDE to generate messages based on the Forecast entered. Perhaps I have setting wrong? Thanks
