OEE Tool That is Like SSE Management Studio

I am cutting over to tools 9.1 / apps 9.1. I need to switch from SQLServer Express to Oracle Express. The biggest challenge so far (it seems) is that OEE doesn't have a management client like that in SQLServer Management Studio. It seems like Oracle EM for OEE is overkill. Toad doesn't seem right either.

So I am wondering what tool, if any, you are putting on your deployment server and fat clients to manage the OEE E1Local databases. (?).

I install Oracle SQL Developer on Deployment Servers and Fat Clients.
