Unable to Log into DEP900 other than JDE userid

I am on JDE 9.00/SQL Server 2008/Windows 2008/8.98.30. I can login to DEP900 environment on deployment server with JDE userid. But can not login with any other userid with SYSADMIN role assigned. Can anyone tell me what could be the reason ?

JDB9900419 - Either no roles assigned to user TEST12 or roles are not valid for the signon environment JDEPLAN.

Is the user setup in Planner or have you checked their Role Relationships in Planner?

9 years later and this is STILL an issue. LOL. Same problem with 9.2.0.0 base.
