ERP 8.0 SP24 - Login Bitmap and in Application Bitmaps Missing

I have a strange problem with one of my fat clients.
as you can see in the images. I am missing bitmaps.

Any idea?

I have done everything i thought of like:

-Reinstall of full packages.
-Giving access to Everyone user
-Copying res directory from other working client
