SENTINEL job will not run after upgrading to i5/OS 6.1

We upgraded our iSeries server from V5R3 to i5/OS 6.1. The main issue we have run into so far is that the SENTINEL job will not start and thus we cannot submit UBE's to the server. We are at Xe SP23. I am wondering if anyone has any tips (short of upgrading to SP24) to get SENTINEL running?

Verify you have the E1 required PTF list for V6R1.
