We are going for Global upgrade JDE from Xe to E 9.1 and need to sumarize the bellow ,could you please help on this?

1. The Major Challenges during the
Implementing/Rollouts/localization JDE in Europe (
Country Wise challenges)
2. Detailed descriptions, Approaches Used, and the results
from the actions taken.
3. Global experience challenges and how you address the
global challenges.
4. Your approach to building the global Template
Specifically to the Customer .

We are trying to install a 9.1 E1, but still cannot find any docs about applying Russian localization. If you'll find some resources, please share it.
