Sales Order Header - Tax Area question(s)

I'm playing with sales orders, and have noted one customer's tax area being retrieved,
and another customer's not being retrieved.

The customers have the same search type, but different tax explanation codes.
One is "S", one is a "V".

Can anyone tell me which tax explanation codes will/won't return the tax area?
